What is the unit price of electricity in Flagstaff, AZ?

I want to calculate if it would be more cost effective to heat the apartment with electric space heaters or turn on the heater.

Wow. The price of electricity in Flagstaff looks pretty complicated. It varies by season and also by time of day (whether peak hours or not). Here’s a chart:
